The 2007-2008 player draft system is currently under review but only minor changes are expected from last year's wording which is stated below.

Coach Teaming Rule
Chino Valley NJB WILL allow one Head Coach and one Assistant Coach to team up prior to the player draft. The Board understands that many coaches team together due to family relationships, friendships, travel convenience, or for general scheduling purposes. However, to keep the selections fair and maintain equity among the teams it is necessary to implement specific restrictions. Any team with multiple, pre-declared, 1st round players is deemed to have an unfair advantage over others. In that context, the following selection policies shall apply:
Coaches must PRE-DECLARE their intent to team together. Ideally, this should be coordinated with a Player Agent in advance but will be accepted on draft night PRIOR to the first player name being placed on the draft board.
Pre-declared arrangements are NOT allowed if the Head Coach and Assistant Coach's child are both on the draft board in the 1st round. At the conclusion of the 1st round all players remaining on the draft board are considered 2nd round players and are available to be protected as an Assistant Coach. For example, in a 10 team draft the top 15 players (plus ties) by way of evaluation scores are placed on the 1st round draft board. If the Head Coach and proposed Assistant Coach's child are both on the board then the arrangement is not allowed. The Head Coach selects his/her child in the first round. If the Assistant Coach's child is not selected by any other team and slips to the 2nd round then the arrangement will be announced. Coaches will be given a chance prior to the start of the 2nd round to state their intentions.
If both the Head Coach and Assistant Coach's child are on the draft board at the same time in subsequent rounds then the arrangement is allowed. The Head Coach's child is to be selected in the current round and the Assistant Coach's child is to be selected in the following round. Failure to select a Coach's child in the proper round will result in the teaming arrangement being deemed null and void.
Coach Son/Daughter Rule
Head Coach and Assistant Coach children are guaranteed to be included on his/her team. However, when two or more siblings are on the draft board in the 1st round, the following handicap method shall be implemented:
For each extra sibling that is protected under the “coach son/daughter rule” there will be a loss of one pick in the next two open rounds. For example, if two 1st round players are protected, then the team will NOT select in both the 2nd and 3rd rounds. The loss of the 2nd round pick is because they have already selected a 2nd player while the loss of the 3rd round pick is an attempt to equalize team strength due to this team having two 1st round players. The next selection will be two players in the 4th round. The implemented handicaps are as follows:

NOTE:
A Head Coach or Assistant Coach's child who does not complete the evaluation shall be placed on the draft board in the 1st round unless decided otherwise by the CVNJB representative(s) overseeing the draft.
Returning All-Star Rule
Any player returning to the division in which they were previously selected to be an All-Star shall be placed on the draft board in the 1st or 2nd round, regardless of their evaluation score, as determined by the CVNJB representative(s) overseeing the draft. For example, a Div 2 5th grade All-Star returning as a 6th grader to play in Div 2 (5th/6th grades) is subject to this rule. A Div 2 6th grade All-Star returning as a 7th grader to play in Div 1 (7th/8th grades) is NOT subject to this rule.
Returning All-Net Rule
Any player returning to Divisional play after playing All-Net shall be placed on the draft board in the 1st or 2nd round, regardless of their evaluation score, as determined by the CVNJB representative(s) overseeing the draft.
Draft Procedure
1) Only ONE team representative may attend the draft.
2) Each team representative randomly receives a team number which represents their selection order.
Trading of team numbers is NOT allowed.
3) The draft board shall be populated by placing 1.5 times as many players as there are teams in the division.
For example, with a 10 team division the top 15 players shall be placed on the initial draft board.
If there are additional players with the identical score as the last player placed on the draft board then ALL players with that same score shall be placed on the draft board for that round. An exception would be it that score happens to be the first few of many identical scores which in the subjective opinion of the CVNJB representative(s) overseeing the draft is too many to place on the board. In this case ALL of the players with that score shall be withheld until the next round.
For divisions with fewer than 6 teams the 1.5 multiplier shall be increased to 2.0 for rounds 3 through 10.
4) The selection process shall be as follows:
a. Team #1 picks first, Team #2 picks second, etc, thru Team #10.
b. The draft board is then replenished with the next 10 players based on evaluation scores.
c. Selection resumes with Team #10 selecting, then Team #9, etc, thru Team #1.
d. The board is replenished and the selection process continues in a serpentine fashion.
5) The following process shall be followed for players without an evaluation score:
a. The Player Agent (with input from available coaches) shall provide an estimated score for returning players.
This may be based on prior years drafts or personal experience.
b. Without historical data all forms shall be placed FACE UP on the draft board in the 1st round.
6) The draft shall be conducted in an expeditious fashion. It should take no more than 30 seconds per pick.
Note that for a 180 player draft that this equates to 1.5 hours.
7) Teams with less than 10 players will be assigned new players, in the draft order, as registration and team equality permits.
Player Trades
As a general rule, player trades are not accepted.
However, the Player Agent (or his designee) has the authority to entertain proposed trades.
Proposed trades will be evaluated for fairness by Board Members and opposing coaches present at the draft.
All trades must be concluded BEFORE leaving the draft room.
